Harbin earned his bachelor's degree at the University of Notre Dame and his PhD in Psychology from the University of Florida. He later conducted research at Duke University and the U.S. Environmental Protection Agency, before training in clinical psychology at the University of North Carolina in Greensboro and completing his internship at the VA Medical Center in Durham
