En la provincia argentina de Jujuy, en la transición hacia nuevos modelos productivos que la conectaran con el naciente mercado nacional, acceder al agua para el riego de los campos fue elemental para ensayar alternativas agrícolas. Sin embargo, la escasez derivada de las propias condiciones ambientales se potenciaba por las relaciones sociales antagónicas tejidas en torno a su aprovechamiento. Nos preguntamos por las políticas públicas impulsadas en simultáneo a la constitución de los niveles de gobierno, y los conflictos desde el siglo XIX hasta bien entradas las primeras décadas del siglo XX.


In the Argentine province of Jujuy, during the transition towards new production models that would link it to the emerging national market, access to water for irrigating the fields was essential for testing alternative agricultural methods. However, the scarcity resulting from environmental conditions was exacerbated by the antagonistic social relations that had developed around its use. We examine the public policies implemented in tandem with the establishment of levels of government, and the conflicts from the 19th century well into the early decades of the 20th century.
