Seit der Unabhängigkeit hat Indien eine landesweite Hilfsverwaltung eingerichtet. Die Strategie des Landes für das Katastrophenmanagement hat sich grundlegend geändert. Der neue Ansatz beruht auf der Überzeugung, dass eine nachhaltige Entwicklung nur möglich ist, wenn der Katastrophenschutz in den Planungsprozess integriert wird. Der neue Ansatz beruht auch auf der Annahme, dass die Finanzierung der Schadensbegrenzung wesentlich kosteneffizienter ist als die Ausgaben für Soforthilfe und Wiederaufbau.
