A graduate from the Faculty of Law at the National Autonomous University of Mexico (UNAM), Fraga Mouret began his political career as Private Secretary to Jesús Reyes Heroles, serving in various positions at the Mexican Social Security Institute (IMSS) and the Ministry of the Interior. In 1985, he was appointed Undersecretary of Housing at the Ministry of Urban Development and Ecology, and in 1988, he took over as Secretary of Urban Development and Ecology during the government of Miguel de la Madrid. In 1995, he was Undersecretary of Religious Affairs at the Ministry of the Interior

In addition to his political career, Fraga Mouret has been an academic at UNAM, teaching subjects such as Agrarian Law and Agrarian Procedural Law. He has been a speaker at national and international forums and is the general director of Grupo GAP
His most notable work is the book Administrative Law, first published in 1934. This text has been fundamental in the teaching of administrative law in Mexico, addressing topics such as state activity, administrative organization, administrative act, and the legal status of individuals in relation to the administration
