Nach dem Zweiten Weltkrieg war er Mitbegrnder der CDU in Nordrhein-Westfalen und wurde Mitglied des Landtags, dem er von 1947 bis zu seinem Tode angehrte. Von September 1950 bis Mai 1952 amtierte er als Innen- und von Januar 1952 bis Februar 1956 als Finanzminister in Nordrhein-Westfalen unter Ministerprsident Karl Arnold; whrend dieser Zeit gehrte er auch dem Bundesrat an. Stadtverordneter seiner Heimatstadt Neuss war er fr die CDU von 1945 bis 1961; in den ersten Nachkriegsjahren war er auch Hauptgeschftsfhrer der Industrie- und Handelskammer Neuss
