Qualität der Schule ist ein Thema, das die deutsche Erziehungswissenschaft bereits in den 1960er-Jahren entlang der gro en deutschen Bildungsreform in unterschiedlichen Rollen diskutiert und mitgestaltet hat. Die Arbeit rekonstruiert Qualität der Schule als deutsches Reformprogramm mit internationalen Bezügen. Der Qualitätsbegriff wurde innerhalb dieses Programms als Pol einer modernen, chancenausgleichenden Bildungspolitik ins Zentrum der Reform gestellt. Auf der Grundlage von umfangreichem Quellenmaterial zeichnet die Abhandlung Entwicklungen des Konzepts "Qualität der Schule" seit den 1960er-Jahren nach: Den Entwurf einer chancenausgleichenden Gesamtschule Ende der 1960er-Jahre, Qualität der Schule als "gute Schule" in den 1980er-Jahren und "Schulentwicklung" als Programm für die Einzelschule Anfang der 1990er-Jahre.
