Synopsis "The Fund"

Esther Lund has read all two hundred and eleven pages of the Calloway settlement protocol — one of maybe forty people alive who have. It is her job to explain it, several times a day, to people it was supposedly built to help. The Calloway Settlement Trust was created in 1995 to compensate the families of a toxic building product, distributed lawfully, audited annually, with never a dollar taken that a court didn't approve. It was designed to pay out in seven years. It is now in year thirty-one. Assessed harm runs past four billion dollars. Current payout is eleven cents on it. Nobody stole anything. That is the whole horror of the thing, and Esther knows it better than anyone on the floor: a seventy-four-year-old widow who kept every receipt her husband ever owned except the one that matters; a man who has spent seventeen years and forty-six thousand words building a legal theory that turns out, when Esther finally drives out to tell him in person, to be wrong; and Vance Orr, the administrator who has read every document in the case since 1998, and who is the last living witness to something that happened in a hallway in 1994 he has decided will die with him rather than become paperwork. Esther tries to fix it the honest way first — a memo, a recommendation, four people she trusts enough to tell. What she gets back is a real answer from a person who is not her enemy, and a settlement that reveals itself, slowly, as something worse than corrupt: a machine built with total legality to help people for exactly as long as everyone involved could still remember why it mattered. THE FUND is a modern answer to Dickens's Bleak House — quiet, exact, and unbearably humane, about the particular American genius for turning a promise into a protocol, and the people who spend their careers, and sometimes their whole lives, trying to hold the line between the two.
